After the Joker shot and crippled Batgirl (Barbara Gordon), effectively ending her career, Batgirl retreated to the clock tower where the Joker's assault occurred, and became the wheelchair-bound Oracle. John designed this image with the clock tower background as a foreshadowing to her dark future.
Oracle has gone on to create Birds of Prey, an all woman Gotham City crime fighting force.
